EECA 2024 Energy Audit in Malaysia

Nordstern Synergy supports industrial and commercial facilities preparing for an energy audit under Malaysia’s Energy Efficiency and Conservation Act 2024 (EECA 2024). The work connects site data, operating conditions and technical findings to a clear energy audit report and practical improvement priorities.

Regulatory contextEECA 2024 and applicable Energy Commission guidelines
Audit coverageElectrical and thermal energy systems, guided by facility significance and available information
Technical responsibilityAudit role and appointed Registered Energy Auditor are confirmed for each engagement
Who this is for

Support for facilities responding to EECA requirements

Energy consumers meeting the prescribed threshold under EECA 2024 may have obligations relating to energy management, reporting and energy audits. Suruhanjaya Tenaga (ST) states that an energy consumer must appoint a Registered Energy Auditor (REA) to conduct the energy audit and submit the report in accordance with the Commission’s Energy Audit Report Guideline.

ST’s current guidance states that the first audit report is due within one year from the date of notice, with subsequent audits every five years unless a different period applies under an exemption notice. Confirm your facility’s status, dates and applicable requirements against the latest ST guidance.

Our audit approach

From site evidence to a useful audit report

01 · DEFINE

Confirm the scope

Agree the facility boundary, objectives, available records, site access and audit responsibilities.

02 · REVIEW

Understand energy use

Review energy and production data, connected loads, operating conditions and significant energy uses.

03 · ASSESS

Investigate the systems

Conduct a site assessment and targeted measurements where appropriate, including relevant electrical and thermal systems.

04 · REPORT

Prioritise action

Document findings, energy-saving opportunities, assumptions and practical next steps in the agreed report format.

ST’s published audit guidance specifies that the audited equipment or systems should cover at least 80% of the energy-consuming systems identified in the facility’s connected load inventory, covering electrical and thermal systems where applicable. The audit scope is confirmed against the current guideline and the facility’s actual inventory.
What the engagement can include

Clear scope, accountable reporting

Energy data and site review

Review utility bills, fuels, production and operating data; inspect the facility and identify significant energy uses, system interactions and data gaps.

Energy audit report

Prepare the agreed audit report with documented methods, observations, analysis, assumptions and recommendations. Formal submission responsibility is confirmed in the appointment and project scope.

Energy-saving opportunities

Screen operational and technical measures, prioritise them by relevance and identify where further measurement or feasibility work is needed.

Follow-up planning

Help translate audit findings into a manageable action list, EnMS follow-up or a deeper engineering assessment where separately agreed.

Why Nordstern

Industrial engineering perspective

Nordstern’s multidisciplinary team brings industrial energy management, utilities, process engineering and facility operations experience. Its technical leadership includes a Suruhanjaya Tenaga Registered Energy Auditor and Registered Energy Manager. The named professional, current practising status, role and deliverables will be confirmed for the specific appointment.

Energy savings depend on the site, data quality, operating conditions and implementation. Audit findings are recommendations; no savings or regulatory outcome is guaranteed before assessment and implementation.
